Yes, SUNY Buffalo should work if the program isn’t impacted. It’s becoming a stronger program and a number of OOS students are applying-they work with OOS companies for internships (like in our state-California).
The GPA, international status and budget will restrict and limit the OP’s school choices.
Shoot your shot. It’s a clean campus and upgraded. It provides lots of services and campus benefits. Housing isn’t an issue. Parking isn’t an issue on the North Campus. They have a free student transportation system that takes them EVERYWHERE.
