I am unsure who will rule- Jon or Daenerys or a new elected democracy.
Jon Snow’s whole arc has been about self-sacrifice for a greater cause, and he is a reluctant leader who at one point notes that he does not like what he is good at doing. Does that make him the best leader because he is less self-regarding than all those others… or does that make him not ruthless enough to rule (he already has been killed once by his own people)… or does that make self-sacrifice his natural end?
If you give it a Lord of the Rings spin, then he is Aragorn- the one true king by blood right. But that seems too simplistic for Martin’s more nuanced and realistic take on the fantasy genre and the politics and motivations of the human beings inhabiting that world.
On the other hand, why both bring him back to life and reveal that he is the Targaryen heir, if he is just going to die? What would be the point?
Daenerys’s rise to power has been inspirational, she has attracted a devoted following, her intentions are good, and she seems magically anointed, bringing dragons to life and living through fire. Extra points from a feminist standpoint for her being in command and her boyfriend yielding the power to her.
But she is also ruthless and too fixated on having everyone “bend the knee” to her. Look at her burning of the Tarlys and her random crucifixion of a set number of the members of a slaveowning elite- including, it is revealed, one who was a good and progressive man who actively opposed the crucifixion of the children. Apart from freeing a bunch of slaves, she sounds much the same as many of the previous leaders of Westeros.
To “break the wheel,” perhaps no single ruler should sit the Iron Throne. Does that mean that the whole form of government should change?

Some fans have said Jon Snow will kill Daenerys in an echo of Azor Ahai, but I do not think he will. That seems out of character.

Simpler answers:
I am pretty certain that Jaime Lannister will sacrifice himself while killing Cersei at the same time, in the interest of some greater good. Like perhaps Cersei will be setting wildfire or white walkers on her enemies, and he will stop her, just as he stopped Aerys, but this time he himself will die in the process.
Theon- He seems likely to die in some self-sacrificial act while being brave and selfless for one of the first times in his life.
I am pretty sure Samwell Tarly will live and write the story. I suspect Tyrion will live as well.

The final role of religion also is unclear. All the religions have been shown both to have some real power (weirwoods connect you to other times and places, the red god brings people back to life and creates shadow baby killers), and to be evil in that they lead their strongest adherents to do evil acts when they are in power (like burning Shireen and others alive for the red god, and the Faith Militant and High Sparrow’s cruel, power-hungry excesses). I suspect that this will not even be addressed/ answered directly in the last season. The only way it might be, is if the whole “god-and-blood-determined-monarch” concept is set aside in a vision of a new secular democratic government based on Enlightenment principles.
