There is no set in state/OOS. Waitlist pulls are based on demographics (do they need more OOS to make 30 percent target, do they need more mechanical engineers, do they need more females, etc). The 20 percent doesn’t sound too bad but all deferred students are academically at the very high admit level - vs the entire applicant pool - so still very competitive.
My daughter’s best friend got deferred for CS. His stats were really good. 35 ACT, 1590 SAT, national merit, top 1% in school, decent ECs and awards. It was surprising to say the least
Geez, I would think EC may not be as decent as your student think, otherwise, it is totally another bummer. She should get in the next round, stats better than my RD applicant.
Rejected for Business with 34 ACT (35 math/sci), 4.0/4.7, top 2% of competitive HS, maxed out rigor and available APs, good ECs and long work/leadership history and strong essays, female. GT was a top choice. Several classmates with lower stats were deferred.
DS OOS deferred CS.

15 AP (Calc AB/BC, Stats, Physics 1 and C, Compsci, etc) - all s 5s except for AP BIO and AP Human.
2 Real Internships, Band, etc.
Still waiting to hear from USC and UT (instate) - deferral. UGH.
Businesss is as competitive as engineering with a roughly 15 percent acceptance rate overall. OOS is lower. It is a very small program also. I would be curious to know the male/female breakdown for business. My guess is female applications are much higher so they do not receive the same application bump as they would for engineering
My D has almost similar stats, except in place of band she is in ROTC(Commanding officer). I think apart from the stats you mentioned UT likes awards and GT looks at community service from what I understood. He seems like a competitive student, good luck for both!
Congratulations! My GT kids (sophomore and 2023 graduate) have loved every minute of it. They worked hard but they also had lots of fun - and we have been so impressed with the doors GT has opened for them. Sophomore is currently doing an internship this spring in supply chain and has a co-op starting in the fall in software consulting (IE major). Graduate CivE major did internships in estimating, project management and consulting x2 and ended up in consulting. They both pledged fraternities, joined clubs, studied abroad, did research, got involved on campus, went to every football game, played IM sports, kept grades way up and made the most of it!
