Example of colleges with top notch co-op programs: Purdue, University of Cincinnati, Northeastern, Drexel, University of Waterloo in Canada (you’d have to check what types of Engineering they offer).

UT is within commuting range but there is a very plausible chance it won’t be anymore once the divorce is finalized. Thank you for the advice on UAH, I will have to look into it.

I probably can’t get into any of those.
You absolutely can get into many of those schools but they may not meet your budget needs.

Drexel and Cincinnati, absolutely can. You need to apply early (EA) and apply to the Honors college for scholarships.
UWaterloo will like your 1520&only factors grades in your top 6 subjects in Grade 11&12. Its Canada’s MIT but the recruiting process is VERY different and they have many more places compared to their population (so, it’s less competitive to get in - but getting in is just the first step, you have to be smart and be willing to work hard to graduate 
). They have scholarships (an advisee managed to pay about 15k I think) and co-ops are paid. But costs at Waterloo will be harder to keep within budget and is thus a reach. But basically if you have excellent grades jr-sr year that’s all they want to see. Same for most Canadian universities.
You could apply to a Concordia in Montréal, too. You meet all their admissions criteria and would likely qualify for scholarships.
