I failed to see how this can happen in any public HS.
Weāre in debt a lot so the school is hiring a lot of new teachers, a few weeks ago we couldnāt even afford paper and tissues for 1-2 weeks
Public schools running out of money for supplies towards end of year is nothing new.
All 50 states require public HS teachers to have Bachelors degree as well as teaching credential. New teachers are also required to intern for minimum of one year before being able to stand alone in front of a class.
Your math teacher did not just graduate from community college. While I sympathize with your predicament, and you may think this teacher just walked onto your campus unqualified, but unless you have definite evidence to show otherwise, your comment about the teacher as reason why you failed math will not be well received as explanation for poor performance.
If, however, what you said is true and you did have an unqualified teacher, get a lawyer, sue the district and have the grade dropped.

Yes, but hereās the good news: college admissions isnāt going to focus (negatively) on a single D in 9th grade if thereās subsequent signs of improvement. Like, if all your grades in math after this are some flavor of A, itās a real non-issue. And even if you have some Bs in math thrown in, the lone D in 9th grade, in and of itself, is not going to be a deciding issue.
The only thing that will have them scratching their heads in a D in math coupled with doing well with anything related to USAJMOās. The word āincongruousā comes to mind.
Youāve placed into calculus for next year. Focus on making sure that you have mastered the material covered in geometry, so that you will have a firm foundation going forward.

My current LPSās problem with money has been a ongoing thing for 5 years now, sadly we spent a lot of money on some stuff which put us back in debt by a lot and covid messed everything up even more. At one point they had to fire 17 senior teachers because of budgets and took away a few AP classes because they didnāt have teachers qualified enough to teach them, but it has gotten a little better but even now theres talks of teachers getting fired and other things.
I did some digging on my school page and it looks like my teacher graduated from a community college and transferred to UMass Lowell, so my mistake . I do feel a little bit that she might be under qualified especially if everyone in the class the year prior had a 95+ average in Algebra to place into the class than suddenly having the class averages ranging from anything like a F to maybe a C, but I might be biased since Iāve been getting bad grades.
Iām not exactly sure what to do.
Iām planning on trying to get As or higher and hopefully I will.

If my own kid has a bad year in HS, I would not have them repeat the year but do a realistic evaluation of future career plan.
But last thing you want to start doing is blaming teachers and make accusations that are just not plausible.
Just move forward. Life is not linear.
I was already planning to reclass for high school since a AO recommended it to me since I could get a full ride. Iāll try to move on but I think itāll be nagging in the back of my head until I graduate and go on to college
Academic planning for you will also include plans for if and when your health issues return. Get whatever accommodations you may need on paper, early on even if you donāt think you will need them. That will protect you from these kinds of things, which are beyond your control.
This health issue thing was a 1 time thing since it had to due with a accident I was involved with, its not a chronic thing thankfully.
wait really why is it an issue in geometry? iāve gotten aās throughout my whole school career and the only time i havent was in geometry my 7th grade year. what significance does it have when its geometry?
Some schools require geo grades, Iām not sure which ones though. Someone else can make the list of schools that require geo.
Afaik, UCās are the only universities which require geometry with a C or higher that canāt be validated by a higher-level non-geometry course
