Are you considering only 4-year residential experiences?
Because the programs with the most diversity of all kinds (racial, gender, age, income) are likely to be commuter colleges.
You may want to look at Cincinnati (full disclosure: My daughter, a Chinese adoptee, went there). They appear committed to diversity, and have several programs available for diverse and first generation students.

Overall, yes. She was invited to do some diversity/first gen programming her freshman year, but did not choose to do them (she is not technically first gen since we both have college degrees, so we aren’t even sure why she was invited). UC and Cincinnati itself are very diverse - it’s an urban campus in the middle of the city, so there are all sorts of different things to explore. The makeup of her nursing cohort was mostly white, but I think more programs are seeking to balance that. Once she got into the heart of her nursing classes she found some great faculty mentors, and starting the summer between sophomore and junior year she worked as a PCA at a local hospital until she got a co-op through UC at Cincinnati Children’s. I think it’s a good program with a lot of opportunity for those who want it.

Rutgers Newark and likely NB are fairly diverse. Rutgers is one of the most diverse national universities.
Look at University of San Francisco. Wonderfully diverse.
