New “stuff” At the top of the opening page

I am seeing this stuff on my phone, but not on my laptop.

It’s really annoying on the phone (leading to lots of scrolling).

Is there a preference somewhere to fix it?

Edited to add: Uh oh, spoke too soon. Now it’s on my laptop too.
