The app developers may not necessarily be trying to collect location data or share it with anyone, but when they have ads in their apps, the advertising ecosystem may do so. The real-time bidding (RTB) process for placing ads in apps being used can leak location data, which can allow location data brokers (possibly posing as ad placers) to harvest the locations of phones running apps with ads.
