Yes, Regents and Seeds scholarships should be awarded at time of decision if it is the same as last year.

i thought scholarships were already given out to the early admits only

My student 2nd year at Berkeley has 2 friends who were admitted in CNR who have been trying to switch to L &S this year. Switching colleges is different then just switching majors at Berkeley. It has been hard and they both are not accepted yet to L&S. I would definitely talk to advising about the college switch before any acceptance if this is something you really want to do. The GE’s are also different in each college so it isn’t a clean move.
Are any Regents ever given without interviews?
And I want to say that one of mine opted for UCLA precisely because switching schools is not as hard down there. You can even switch into CS. Certainly plenty of math/physics kids switched into engineering. Berkeley you really need to know what you want for a major I think.

D25 waitlisted- in state, 4.4 w gpa 4.0 uw- got into ucla, UCSB, ucd, ucsd and cal poly and sdsu honors. Prob headed to cal poly! won’t join the waitlist
