From the AES webpage FAQ:
“If I am an out-of-state or international student, will an AES award qualify me for resident tuition rates?-
Students receiving any level of AES award qualify for in-state tuition and fee charges, regardless of their resident status.”
I believe this is UT Dallas’s established policy as permitted by the State of Texas:
Awards Qualifying for Tuition Waivers.
Competitive Scholarship Waivers, under section 54.213 of the Texas Education Code:
“An institution of higher education may charge a nonresident student who holds a competitive scholarship of at least $1,000 for the academic year or summer term for which the student is enrolled resident tuition and fees without regard to the length of time the student has resided in Texas. The student must compete with other students, including Texas residents, for the scholarship and the scholarship must be awarded by a scholarship committee officially recognized by the administration and be approved by the Texas Higher Education Coordinating Board under criteria developed by the coordinating board. The total number of students at an institution paying resident tuition under this section for a particular semester may not exceed five percent of the total number of students registered at the institution for the same semester of the preceding academic year.”
I believe this is the authority under which UT Dallas grants the non-residents the oos tuition waiver.
@Sugaree20 Thank you for that. I am wondering if anyone is showing instate tuition on their Galaxy account? My daughter received the 16000 a year award but it is showing full out of state tuition as her cost of attendance
@janiemiranda I’m going to reach out to the school tomorrow to double check non-residents receive the oos tuition waiver. Without the waiver, the scholarship amount doesn’t seem to be enough incentive to woo high-stats kids from other states.
Another nice feature of the aes is if a student completes their undergraduate requirements early, he or she can apply to use the remaining semester(s) of AES funds for graduate school:
The AES program awards a set amount of funded semesters. Under the Graduate Usage Policy, AES recipients who complete their undergraduate degree before exhausting all eight semesters of AES funding eligibility, may request to apply their remaining semesters of AES support toward graduate studies at UT Dallas. AES funds may not be applied towards a second baccalaureate degree, post-baccalaureate, or graduate certificate.
@Sugaree20 I agree that without the out of state waiver we would not be able to consider UT Dallas (unless she gets the NMF scholarship) and I’m sure many other OOS families would feel the same. Thank you for further looking into this!

Hi everyone, this is an interesting discussion regarding AES award since I’m also confused about in-state tuition for OOS student who got AES. He got 16K AES & 5.5K Stafford which won’t be enough incentive to consider the school as a contender & there’s no info about the breakdown of the COA at all in the portal. DS is also a NMSF.
BTW, I’m new to this board and will frequent this often now
DS got the $16,000 too
His stats are:
NMSF (likely NMF)
SAT 1530
rank top 5% (very competitive high school)
13 APs
5 DE classes
I guess AES is kind of useless to those NMSF (likely NMF), but is valuable to see how UTD values you.
Has anyone reached out to UTD this morning to confirm an AES award also includes in state tuition?
@3scoutsmom any information about the AES appeal process? How do I go about it and if I need to initiate within a certain duration of the award being announced? Thanks
@BlueBayouAZ Waiting for an email back from them but check the Galaxy account. It appears that a waiver giving in state tuition is there now.

Do we need to accept the AES award? In the Financial Aid section, when it first showed up it was already marked as Accepted.

Just to be certain, my daughter emailed the AES group yesterday about the tuition waiver for OOS applicants, and today received this reply:
"Congratulations on your scholarship offer! Your AES award does qualify you to pay in-state tuition rates.

DD got AES 16k - 8k per semester. Is it only for the first year or is it for 4 years. I am confused? How does it work
It is for all 4 years. And I believe if she finishes early - she can use the extra semester for graduate school.
@BlueBayouAZ thank you. Just to be clear…account shows only $16k… does it mean it will be 16k every year? does student need to renew or re-apply next year or it gets awarded and added automatically to the account every year?
It is $8,000 every semester for 8 semesters. No reapplying, but keep up the required grades etc.
