Some information from past posts (or otherwise available online):
UVA says they consider OOS legatee applicants on a standard comparable to IS applications, for admission (NOT tuition, that’s a separate issue) purposes. Legacy gives no advantage for IS residents. (I don’t think they ever count siblings for legacy, but maybe they should, especially if your sibling helps support you. DeanJ said, “legacy is definitely a factor”; she didn’t say siblings count as legacy, unless I missed something.)
UVA tries to maintain a 2/3 IS, 1/3 OOS student body composition overall; they don’t claim to reach that proportion for each and every college (SEAS, etc.) and class year.
UVA reportedly gives great weight to first-generation college students in admissions, regardless of IS or OOS. (Obviously, you cannot both have a parent who is a UVA grad and be a first-generation college student.)
UVA has one of the largest endowments, perhaps the largest, of any public school in the US, and larger than the vast majority of private schools, too. It is definitely “wealthy.” If they decide they need new dorms or a new student center or a new research department or whatever, they have the money to make it happen.
UVA only gets approximately 10% of their operating budget funds from the state of Virginia.

@LaVolpe First, did you succeed in logging in? Second, did you see the checklist? It’s still too early to infer anything as I believe it’s just a system thing.
Actually I don’t know how to log in - I used the link which is contained in an email sent by the admissions. It seems that I automatically logged in.
