Victim on fee refunding from Australian University

I am Nilima from Kathmandu,Nepal.I have applied for the student visa for Masters degree in one of the University of Australia which I dont want to disclose right now and I have paid their OSHC and tuition fee to the Universities account before getting visa as per the Universities rule with the agreement that if visa is not granted they will only deduct 100AUD and some extra 20 AUD for wire transfers. My visa was refused and now I got very few amount than i have sent to University and when I asked them about this the Universitys concern person told me that they have send my amount through western Union and global currencies and other two different mediums and finally to my bank account and when I complained University about getting lesser amount they told me to ask Western Union about this.Whys should I ask to Western Union as I have deposited to University.Isnt’ it the Universitys responsibility to secure each and every International amount to refund in total. And very funny thing is that well known University of Australia has used WEstern Union to return Internation students fee amt and they took 3 months to return amount.Isn’t it shameful?I dont know whether this is the right place to post it or not but I just want to aware every International students before depositing fee amt to Australian Universitys just to be clear with their return policies very clearly.
