What is the best HK school after the top three

I have applied to HKU and HKUST (not very interested in CUHK), but after reading some statistics, I really feel my chance won’t be too great. So I trying to find a safe school to apply, just in case that I don’t get in HKU and UST and none of my top choices in US accept me. I have done some research on schools other than the top three, but I still have a hard time choosing one among them. Any suggestion will be appreciated.

I would look into City U and Poly U, city U is known for business and law, whilst poly is known for engineering. Good luck!
