I don’t know if this helps but if your D does a BFA in acting or MT, and can only take a few tech costuming classes, that could be OK if she already has talent in costuming and what she could do is during college, do lots of costuming on shows such as student run productions and gain experience that way. My D did a BFA in MT/Acting and while she did not formally train as a musical director or accompanist, for example, she gained both school and professional experience during her college years doing that type of work outside the classroom and built her resume and skill set and is hired for such jobs now that she is out of college and earns money that way. So, she had no minor or training but has talent/skills and did a lot of work in these areas extracurricularly during college and built up experience and networking. So, if your D is good at costuming, she should gain costuming experience while in college and build her resume that way, even if she can’t minor in it.

snapdragonfly - You may want to check into the work study opportunities in at the school’s costume shop. One of my D’s classmates has already received his w/s placement and knows that’s where he will be working this year.
