Which US universities do I have a chance to get into with the following on my cv?

IB with the most rigorous subjects (predicted would probably be 41+)
SAT- 1480; trying for ACT 35
Citizenship- Chinese
Female (URM)

Extracurricular and other details:-
Founder of two enterprises (one raised $10,000- both successful)
Intern at nanotech firm; wrote a research paper (independently; approved by a doctorate in engineering; not published yet)

technology director at a social enterprise (initiated for the welfare of animals)

silver medalist at an Intl’ level essay competition
project head for many school prog
99 percentile in IGCSE Physics

Intended major? College budget? Looking for financial aid (need-based and/or merit-based)?
Citizenship Chinese but are your Chinese since you listed yourself as a URM???
Are you looking at large Research Universities, small Liberal Art universities, STEM focused or public state universities? Any regional preferences such as East Coast/Midwest/West Coast?

You are not URM… there are many Asians in America’s universities, and the URM considerations are primarily meant for American students.

Your stats are excellent, but you haven’t told us what your budget is.

If you can afford to study in the US ($65,000+ per year) then there are many great schools that will welcome you with open arms. But if you need a great deal of financial aid – that changes everything.

You’re not considered URM if you’re chinese. In fact, that’s probably one of worst demographic to be in.

Without knowing your preferences (regional/size/LAC or research university, is single sex ok) or your budget, it’s like shooting in the dark.

If you’re asking what are the most selective American universities with strong civil engineering programs, then the list might include,

Keep in mind that some universities (including Berkeley) don’t offer any financial aid to international students. If you cannot demonstrate ability to cover costs, you may be denied a visa to study in the USA.

Each college and university posts a projected Cost of Attendance for international students on its website. That will give you an idea of the amount of money you will need to demonstrate that you can pay.
