I’m a Chinese student learning in USA. I’m going to graduate from American high school next year which means I will study in America for 2 years. I finished my 7th-10th grade in China.
Am I able to waive the foreign language requirement of college application?
It sounds like you are an international student…and you really need to look at what the high school graduation requirements are where you are, as well as what colleges might expect.

Each college may have its own rules on how having completed 10th grade in a high school that was predominantly in the Chinese language followed by high school in the US would apply (or not) to any foreign language requirement.
Presumably you studied Chinese in 9th and 10th grades. There are few, if any, universities that require more than 2 years of foreign language study, so for most, there’s nothing to waive.
Regardless, academic eligibility is decided by each individual university.
