On my phone that little square with the arrows doesn’t show up. I’m not sure why when I make a screenshot it does, but it’s just the circle cookie in the way and it’s everywhere. On my computer on my phone and on my iPad.
Mine is like @jym626’s. Seriously, no other website has the cookie preference there all the time. You click once and it goes away forever. You need better legal advice, it looks like.
An unwarranted level of whining because I’m cranky this morning:
I’ve never noticed a cookie button on a website before (I thought that’s normally adjusted via the chrome little lock symbol at the top of the browser). The cookie is cute but way too large and bright, distracting; I don’t understand why it would need so much prominence. Can’t it go in the upper right corner in the header bar (near the search symbol somewhere) and be similarly sized?
Adding: While I said it was “cute,” I didn’t realize it was a cookie until I hovered the mouse over it. Green makes it look like a poorly-drawn germ of some kind. I suggest some other color closer to an actual cookie, since a depiction of a cookie seems to be what you are going for here, maybe yellow or orange. Or actual tan with brown chips.
Some websites ask me to reaffirm my cookie settings on a regular basis (monthly?).

I also see it as @jym626. I think it is intended to show there permanently. We are looking into options to find it a better place. Will keep you posted!
Does that mean we have to respond to it every time we login or are on the site? That seems awfully burdensome..
Might be due to privacy laws and various state anti-wiretapping laws.
Whether or not required by law in any particular jurisdiction, it is probably a wise practice in order to lessen the likelihood of privacy focused legal action.
Can’t it be hidden once a person responds, as on other sites?
Based on the response I got from legal, because of a past litigation this is now mandatory to be shown. We are looking into technical options to not have it negatively impact user experience.
