Hi everyone,
I’m an international transfer applicant (F-1) currently at Santa Monica College, applying for Fall 2026 as a Sociology major. I have a non-traditional path and I’m trying to figure out where I stand with the UC unit maximum policy. I’ve already been rejected by UC Davis and UC Irvine, and I’m still waiting on Berkeley, UCLA, UCSD, and UCSB. Also waiting on USC.
Here’s my academic background:

  1. University of Hong Kong (Sep 2023 – May 2024)

Business Analytics, 1 year, no degree
9 courses, each worth 6 HKU credits = 54 HKU credits total
Grades ranged from B- to B+
HKU uses fixed grade thresholds (A = 85-89, B = 73-75) and caps First Class Honours at top 10% of cohort

  1. UC Berkeley International Study Program / Extension (Sep 2024 – May 2025)

2 semesters, ~32 units (one 1-unit P/NP course may not count)
Sociology-focused coursework through UC Transfer Pathway: Intro to Sociology, Sociological Theory I, Quantitative Sociological Methods, Evaluation of Evidence, Innovation & Entrepreneurship, Directed Group Study, etc.
Mostly A/A-/A+ grades

  1. Diablo Valley College (Jan 2025 – Jul 2025)

ENGL 122AL (5 units, A) + MUSIC 117 (3 units, A) = 8 units
Overlapped with Berkeley Extension

  1. Santa Monica College (Sep 2025 – present, current school)

Fall 2025: 12 units, 4.0 GPA (ENGL C1001, KIN PE 10A, STAT C1000, ZOOL 5) — Dean’s Honor List
Spring 2026 in progress: 10 units (ETH ST 1, FILM 11, KIN PE 17, TH ART 2)

CCC total: 30 semester units (DVC 8 + SMC 22)
My concerns:

Unit maximum: Berkeley’s limit is 80 semester units for non-Engineering applicants. The formula is: min(non-UC lower-div, 70) + UC units + upper-div. My Berkeley Extension units (~31) are UC units, so they get added on top of the 70 cap. If HKU’s 54 credits convert to ~27 semester units, then: min(27 + 30, 70) + 31 = 57 + 31 = 88, which would exceed 80. But I’m not sure how UC converts HKU credits — does anyone know?
Was I in the CCC priority pool? I meet the two conditions (30+ CCC units by spring, last school is CCC), but my profile is clearly not a typical CCC student. Did UCD/UCI likely evaluate me as a non-CCC applicant despite technically meeting the criteria?
Drop strategy: My SMC counselor suggested I could drop my Spring 2026 courses down to 1 unit to reduce total units and potentially stay under the limit. Then either update my UC application profile or appeal if decisions are already out. Has anyone tried this? Would UCs even accept a mid-cycle course drop for unit cap purposes?
Overall GPA impact: SMC is 4.0, but HKU grades (B-/B/B+) and some Berkeley Extension grades bring my combined transferable GPA down, probably to around 3.4-3.6. How much does this hurt for Sociology at Berkeley/UCLA?
Appeal viability: If I get rejected from remaining UCs due to excessive units, is an appeal based on dropping courses a realistic strategy?

Any insight from people who’ve dealt with 4-year institution credits + CCC transfer would be really appreciated. Especially if you’ve navigated the unit cap issue with international coursework.

I got two A from HKU, but the rest of the course is in the range of B- to B+; the overall GPA is 3.19

Which HKU credits will be accepted is campus dependent and will be evaluated based on your transcript. Unfortunately, I cannot answer this question with any certainty. Based on my research one 6-credit HKU course equals 3–4 semester units or 5–6 quarter units at a UC. Have you looked at this link? https://credit-transfer-database.netlify.app/

You appear to meet the criteria as a CCC transfer. Have you or your counselor reached out to Davis and Irvine to ask why you were denied? High units, missing pre-req courses etc…??

UC Berkeley’s Transfer GPA admit range for Sociology 2025 was 3.81-4.00. UCLA’s Transfer GPA admit range for Sociology 2025 was 3.74-3.98. These are the 25-75th percentile ranges.

Appeals are based on new and completing information not originally presented on the UC application that shows you are a more competitive applicant. A reduction in units does not fit that criteria however, there is nothing to lose if you are denied.

I would try to find out why you were denied and then use that information to help plan out your appeal.

Is there any risk that UC admissions would have looked at the number of colleges this student has attended in less than 3 years and decide that such itinerancy may not be a fit?

It could be possible that attending 4 colleges in this short time span might be a red flag, but I do not work in admissions so I cannot say that this would be the reason for a denial. I know that several CCC transfers may attend/take courses at a couple of different CCC’s just to be able to complete the needed transfer requirements so not an unusual situation.

Yes — though it’s less scattered than it might look. I attended HKU for one year as a freshman (Business Analytics), then realized I wanted to pivot to Sociology. I enrolled in UC Berkeley’s International Study Program (BISP) through Extension for one year to build my sociology foundation, and during that same year I concurrently enrolled at DVC to complete my English composition requirement (ENGL 122AL). After BISP ended, I formally enrolled at SMC for the 2025-2026 year to complete my transfer requirements. So it’s really two phases: HKU (1 year) → BISP + DVC concurrent (1 year) → SMC (1 year).

A few updates:

On HKU credit conversion: My SMC counselor doesn’t have experience with HKU credits transferring to UC specifically. However, they reached out to UCLA on my behalf today, and UCLA indicated that my total units are hovering around 80 — which suggests HKU credits are being converted at roughly 3 semester units per 6-credit course (consistent with your 3-4 estimate). They implied it likely wouldn’t be an automatic disqualifier, which I’m cautiously optimistic about.

I checked the credit-transfer-database link you shared — it’s helpful but appears to be student-built, and based on what I can see, not many of my HKU courses have documented UC equivalencies. I think the final determination will really be campus-by-campus after enrollment, as you noted.

On UCI: I actually went to UCI’s admissions office in person today. Unfortunately, they confirmed they cannot discuss individual application decisions. The only option they offered was to file a formal appeal, and I only get one chance. So I need to be strategic about whether and how I do that.

On GPA ranges: Those 25th-75th percentile ranges for Sociology (Berkeley 3.81-4.00, UCLA 3.74-3.98) are sobering. My combined GPA is seems below that range once HKU grades are factored in, depending on how many HKU courses can be transferable to UC to reduce my CGPA. That said, I’m hoping the comprehensive review process gives weight to my trajectory — 4.0 at SMC, strong upward trend, and a coherent narrative around the pivot from business analytics to sociology.

On appeal strategy: That’s a fair point that dropping courses isn’t “new information” in the traditional appeal sense. I’ll try to find out the specific reason for denial from UCD (they have an online inquiry form) and use that to inform any appeal.

That’s a fair concern and honestly one I’ve worried about too. To add some context: the multiple institutions weren’t due to instability — I started at HKU as an international student, had a genuine intellectual pivot from business to sociology, and then followed a structured path through Berkeley’s own International Study Program (BISP) to build my sociology foundation before transferring to SMC to complete UC transfer requirements. BISP and DVC were concurrent, so it was really three phases over three years, not four random schools.

That said, I can see how a reader scanning through four different transcripts might flag it. I did address this in my Additional Comments section of the UC app, but I’m not sure how much weight that carries in the initial screening.

I found that the UCI person said that if I were applying from a community college like SMC, then they would consider me a CCC student with no requirement. I don’t know if this is official policy for UCI, but she just said that.

There could be many reasons for your denials so if you are able to find out, that would help with the appeals if you choose to go forward with that option. Since UCD and UCI accept TAG for Sociology, definitely possible major space was more limited for non-TAG applicants.

Please note that only 3 UC’s consider your PIQ’s for transfer: UCI, UCLA and UCB however if you are a borderline applicant the PIQ’s can be utilized during the admissions process. Hopefully the PIQ’s and comprehensive review will favor your circumstances with the remaining UC’s.

Thank you again @Gumbymom, this is really helpful context. Unfortunately TAG wasn’t an option for me — by the time I enrolled at SMC in Fall 2025, the TAG deadline had already passed. So I’m fully reliant on the regular admissions process.

That’s good to know about PIQs — I put a lot of effort into mine, especially explaining my trajectory from HKU Business Analytics to Sociology and the research I did through HKUST on medical AI policy. Hopefully that resonates with the readers at UCLA and Berkeley.

I’ll keep this thread updated as I hear back from the remaining UCs. Fingers crossed for some good news. Thanks again for all your guidance.

@Gumbymom Oh, I just found out that maybe there is one more info that UCs should know: that HKU has its own GPA system, which has a maximum of 4.3 (A+ = 4.3; A = 4.0; A- = 3.7 B+ = 3.3 B = 3.0 B- = 2.7, etc. different from the U.S. college 4.0 GPA system.) Do you think this can also be included in my potential appeal material to say that maybe my HKU GPA is lower, but actually is not that bad for the HKU system?

Why do you think they don’t know this already? They are used to international students with different grading systems.
