This is not a parable-it’s actually a straight answer. The transfer option is NOT guaranteed, even if you hit the required standards. You will be exactly what they have said- “a highly competitive transfer applicant”.
They cannot guarantee anything as they have no idea yet how many beds they will have available for transfer students next year. This year, there was a larger than anticipated number of juniors and seniors opting to live in on campus housing, making the available beds for transfers smaller. And yes, I have seen stories on social media of kids with transfer options and above the GPA requirements not getting in.

Earlier this spring, you asked us to keep your name on Cornell University’s Waitlist in case we were able to make any more offers of admission for the Fall 2024 semester. We now have a clear picture of the number of students who will be enrolling. While we are sorry to inform you that we cannot offer you admission for the fall of 2024, the College of Agriculture and Life Sciences - Biometry and Statistics has decided to extend you a Transfer Option to join Cornell after study at another institution.

Yeah I did some more research on the transfer option and went on sources like collegevine, reddit, etc. but yeah for the most part, the transfer option is guaranteed as long as you fulfill course requirements and maintain above a 3.0 GPA (depends on major). Btw did you end up receiving a TO as well?
Guarenteed transfer option is straight forward. COE doesnt offer it though. Take the required courses at another school. Nothing lower than a B grade and no discplinary actions and you will be admited as a sophomore. Best of luck to all, my son didnt get into COE.
CALS is typically easier to get into. I mean if you are applying as a regular transfer applicant, it’s still extremely hard since the acceptance rate is still relatively low. But with the TO, it’s virtually guaranteed.
